What is a hate crime: really no such thing as a specific act that is a hate crime, refers to motivation: bias, predicate offenses. Murder, nonnegligent manslaughter, forcible rape, agg. assault, simple assault, intimidation, arson, vandalism. What groups can be targets of bias: race 51% (mainly anti- black, religion 18% (mainly anti-jew, ethnicity/national origin 13% (anti- hispanic, sexual orientation 17% (anti-male homosexual, persons with disabilities 1% (anti-mental) (louisiana recently added police) What else can be targeted: crimes against persons (individuals) 60, crimes against property (businesses or institutions) 39, crimes against society <1% How is it counted: ucr, nibrs, data collection started in 1991, has been slowly getting better, 2008: 13,690 agencies, covering more than 260 million people. Hate crime typology: thrill seeking-usually group based, possibly to achieve acceptance, reactive-reacts to protect himself from real or perceived threat, mission-targets group seen as a problem to society.
