During the 1780s, the nation"s situation had become dire and threatened national ruin, according to some newspapers. States were pursuing their own trade regulations and foreign policies, some even saying they had their own navies. Alexander hamilton urged for a national gathering of delegates to be given full powers to revise the articles of the confederation. That year, the confederation congress agreed and held a federal convention in philadelphia to do as hamilton had urged. The delegates began on may 25, 1787 and took four months, at which point 39 signed the new federal constitution on september 17 and 3 refused. The durability of the constitution reflects the delegates who created it. They were all white, and most were members of the political and economic elite.
