All russia in 1999 duma elections: strong force in state duma. Has little power of its own, it only represents the already successful political elites. Extending kremlin"s authority to regions central power: regional business elites are expected to support the party, local political elites are encouraged/coerced to support the party. Declining popularity since 2017 even state polls show this. Formed by kremlin by merging various parties in 2006. Populist, national-patriotic, left-of-centre: supposed to take voters from the communist party didn"t work out. Briefly considered to be a potential party for medvedev while president. Bring in ideas for implementing rules to help group of people. Types of parties: party of power united russia (ur, semi- or systemic opposition parties, liberal democratic party of russia (ldpr) most loyal, a just russia (ajr, communist party of the russian federation least systemic loyalty. After 2011-2012 protests it became easier to register a party, now there are more smaller parties of opposition and pro-regime.
