The fact that each manager has a very broad span of control can mean that they exert relatively little oversight over the projects being conducted in their divisions. Independent & creative people will be attracted to the flexibility & autonomy enabled by. Having 2 different sets of structure & controls can lead to a number of frictions. First, it can be difficult to set company-wide policies that are congruent with the different divisions. For example, it can be very difficult to have more than one set of policies about work hours, hiring standards, dress codes, performance reviews, etc. The different sets of incentives can also lead to a sense of inequity across divisions.
