He thinks that there has been very little progress when it comes to this issue. A criterion is something that we use when we evaluate things. For instance, i can utilize a criterion when evaluating your term papers. According to this criterion, the papers must possess certain qualities in order to be counted as good. These would include, for instance: clear argumentation, grammaticality, proper understanding of the views/positions, etc. So, in order to be counted as good, a paper must exhibit these features. Moreover, the paper is good because it exhibits these features. Similar points apply when it comes to bad papers. Thus, our criterion will also specify the features that bad papers possess. These include: poor argumentation, ungrammatical sentences, and misunderstanding of the relevant views/positions.
