Any force beyond what is necessary to arrest a suspect and keep police and bystanders safe. Probable cause- to believe that the suspect poses a significant threat of death or serious physical injury. The use of deadly force against a subject is the most intrusive type of seizure possible. Grass eaters- officers who accept payoffs that the routines of police work bring their way (small gratuities, soliciting small payments, etc. )
