Nation-building: 1860s, war of unification in germany, italy, japan, war of unification between industrial north (prussia) and rural south (austria) In 1862, still about 300 german states when bismarck took office as prussian prime minister. Prussian king becomes german emperor, and prussian prime minister becomes german chancellor. A series of three wars brought this about. German nation was not created by popular grassroots, not created by nationalist sentiment from below. Created from above by force of arms on the battlefield. Bismarck has his famous quote: questions of the day will not be resolved by words and speeches, but by blood and iron. Keynes it was coal and iron, prussia"s natural resources. Bismarck introduces universal manhood suffrage enfranchising the rural peasantry will help swamp the liberals. There were liberal nationalists in prussia, bismarck had to be careful invoking nationalism (it could be powerful but it could hurt him as well)
