Why foreign aid: easy to measure and it"s a common things for states to do. Spiral model: two possible pathways: moral consciousness-raising argumentation, persuasion vs adaptation and strategic bargaining (just make changes because they"re obligated to do it, 5 phases of the spiral model. 1. repression is happening, depending on the actual conditions you can have the activation of domestic ngos. 2. denial, classic phase two behavior, violating government denies there are violations, questioning legitimacy of the international community in having these concerns and hide behind sovereignty and no interference. 3. tactical concessions, the government trying to get the international community o their back, avoid or stop the criticism that has been happening (false positives), purely tactical. Prescriptive status , country starts to accept validity of human rights and starts to change the behavior. 5. rule-consistent behavior, once you have these changes internalized, transition to being a human rights respecting country.
