Capture of the state and its financial reserves by those around putin is a distinguishing feature of his rule. Putin allies within the government took up positions on the boards of state-owned companies over which they simultaneously had supervisory powers. Russian courts are becoming increasingly politically controlled. Activists from human rights and ngos are increasingly subject to arbitrary arrest and detention. Appeals from russian citizens to strasbourg have increased.
