Problem: most initiatives to curb gang activity have been about punishing rather than preventing. We often gloss over the local treatment of women and children (e. g. domestic violence) that undercuts the society and feeds into the larger violence. Need: stronger rule of law, prison reform, basic services including education for all, capacity and resources to record accurately. 17,400 murders in the last year in the northern triangle (11% up from last year) Un has to use country numbers, so it is less reliable than independent sources. Over 50% of peace treaties fail in the first 2 years.
