He would consider the use of force cautiously, there must be a direct threat. He argues there needs to be a clear national interest. The narrow, nationalist conception of the national interest characterizes bush. Can"t be all things to all people - bush alienated american allies through decisions like abandoning kyoto protocols, reflected national interests but a narrow conception of them.
