The supreme court passed the jim crow laws. The situation for african americans was continuing to decline. This law was passed so late into reconstruction that it was basically ignored in the south. This act was very progressive fir its time. It called for desegregation: trains, restrooms, water fountains, etc. The real argument came when they were deciding if this law should include schools they decided that would be too much. Eventually, this act was declared unconstitutional: social rights were to be governed by the states. As long as there was equal facilities for both blacks and whites: they were actually never equal. Schools were segregated until the 50s and 60s.
