One part of lawful activity and then a fringe that advocates criminal activity. No need for govt to investigate and collect info on those kinds of lawful protest activities. The fringe group shac : stop huntington animal cruelty, based out of great britain, engaged in research where animals were tested, wanted to adopt controversial tactics, use of violence to further their cause, firebombing, arson. Arrests and prosecutions came out of it: without violating first amendment. Surveilling shac targets and see them talking to an unknown person: person starts to be of interest. Find out the executive kid"s soccer game and went to it: protesting and had nasty pictures. Early history: no protection for public services: fee to do what you want to do with respect for govt employees. Significant changes in the 60s with interpreting relationships with other people. If govt interest outweigh the person they will take action out on you.
