Laws in society are made in two main places: parliament and the courts. Sources for changing the law - lobby and pressure groups, media, trade unions, business organisations, and governmental pressure in the form of departmental requests. Law reform - commissions (federal and state) are another source of legal change, although in some states they have been abolished. Legislative changes also can be initiated through various government agencies and departments. Deficiencies in existing legislation may be sought to be remedied in this fashion, or the law may be broadened or narrowed to take into account the actual implementation of laws at a practical level. Parliament performs an essential function in australia, in that the powers granted to the commonwealth via the constitution, including the power to make laws, are vested in the parliament. It is therefore the supreme law- making body.
