Is a result of the relationship between criminology, crime and social policy. This is when something that should be framed as a social welfare issue is redefined as a crime problem (definitions of crime are heavily contested) > has implications in power relations and reflect interests of particular groups. Suggests that cj policy can be used inappropriately to address issues which would have been better addressed in other ways. E. g police are now given more powers to tell homeless people to leave an area. This ignores that homeless are victims of crime such as abuse. Views homelessness as an individual problem, rather than a problem stemming from complex economic, social and structural issues. This fails to address the roots of homelessness. There is also dangers with criminologists seeking to influence social policy > potentially problematic as we shouldn"t be developing social policy in order to reduce crime because it might not actually work as crime is so complex.
