MEDICAID
Medicaid (1965: Title XIX of The Social Security Act) A Federal Grant-in-Aid
Program to the States requiring a state-match and compliance with various
federal conditions of participation
Program Overview
Entitles eligible individuals to a defined set of benefits
Guarantees participating states federal matching funds on an open-ended basis
Means-tested, with focus on welfare population:
Children, Single parents with dependent children
Aged, Blind, and Disabled

Jointly financed by federal and state governments
Mandatory services and populations for participating states
States have some flexibility to set eligibility, benefits, and establish
payment design and care delivery

PPtx: Medicaid plays a role for many Americans with diverse health care
needs providing coverage for 42 percent of the poor. Today, Medicaid covers 3 in
10 American children, over half of all low-income children and over 40 percent of
pregnant women.
The program also provides coverage for 7 in 10 nursing home residents, more
than 40 percent of individuals living with HIV/AIDS, 1 in 5 individuals with severe
disabilities and 1 in 6 Medicare beneficiaries. Thus the population served by
Medicaid is both diverse and accounts for many of the lowest income and
neediest citizens in our society.
