Other examples: highway construcion-cost overruns; delays, health care exchange sotware. Impact assessment: the process of idenifying the efects of a public policy on a policy problem. Outcome: the state of the public problem, this is not an output, these are the things we usually care about. Immediate outcomes: things that the policy can reasonably be expected to change fairly rapidly. Long term outcome: things that may take much longer to change, these are usually the things we really care about. We care more about the incidence of malaria (long term outcome) than whether or not people use bed nets (immediate outcome) Means that the public problem did not improve because of the policy.
