Spain: pro-epu, slow emu tied to cohesion funds (portugal?, in favor of emu/multi track process if it was slow; not economically ready yet, but with time and help will get there; similar to italy. Not going to object to a multi stage, will only object if it"s unfair with how much time/money is given to them in order to acclimate and join: portugal similar to spain. Ireland: pro-epu without cfsp and with weak ep, pro emu: wanted democratic defecit, wanted more competence, but not in cfsp; ireland was neutral in cold war, wanted to stay that way. Being part of a eu with foreign policy competence would make them not neutral: have a lot of power in ep, don"t want to loose, benelux: generally pro-integration, commission & ep: pro-emu and pro-epu, Ii. increased power to commission and ep: more power europe has, more power they have.
