Includes a public administrator who regularly comes in direct contact with clients (citizens)- cops, teachers, etc. They make policy, provide public benefits, & keep order. Discretionary power is needed for effective & efficient government. Administrative discretion downsides: lowi (1979) argues against giving bureaucrats too much discretion because they would become difficult to control.
