Fails to have power/skill for massive encirclements that center and south have. Fails to completely cut off the city from the rest of the soviet union. Corridor se of leningrad sits on lake(ultimately cut by germans) freezes half of the year, allows for resupply to come in over frozen lake. Massive disease and starvation in the city but north fails to capture it. Able to encircle soviet armies on the frontier and keep encircling them all the way to smolensk. Bring new reserves, counterattack germans, soviet armies bottled up here. Many escape, many cut off and surrender.
