Ex-slaves wanted to be in charge of their own schools: white philanthropists. Landowner rents worker land, seeds and tools; borrows general supplies from local stores owned by the landowner. Worker sells landowner crop for a price made by the landowners. As long as you owe the landowner money, you cannot leave the farm: convict leasing: the jails would hire out prisoners. Each state had to come up with their own constitutions black codes. South: democratic // north: newly republican: slaves no longer 3/5ths of a person: now the south has more representatives. Civil rights act of 1886 and the 14th amendment: give citizenship to african americans, equal protection of rights.
