His goal was to get inflation under control. So he raises interest rates more expensive to borrow money if you are a business. Inflation finally under control: tax cuts (esp. for middle and upper class) and cuts to domestic spending. Lowered max rate that individuals could pay from ~70% to ~50% He believed if you cut taxes, people would put more money into the economy.
