Historical examples of how health policy has impacted the healthcare system today?
So many hospitals today are non-profit rather than for-profit because hospitals
started as charitable organizations (out of churches, community groups, meant to
serve the community )
Medicare has separate parts of health insurance that you have to buy into
separately- this is the way it used to be
o Private insurers kind of group together all the different sections (outpatient,
inpatient, prescriptions)
Employment based insurance- many people who have insurance have insurance
through employment
o During WWII- employers couldn't raise pay so they raised benefits, like health
insurance
Historical accidents impacting health policy - age of eligibility for Medicare (much
too low now for life expectancy)
Medical Error
We don't really know how many people die as a result of a medical error
o They happen way too often
o There are things we can do to stop them
Hospitals are doing things to attempt to improve this
o Having patients mark on their own bodies where they're getting surgery- so
they know
o Physicians making a checklist of procedures and materials used
Policies to reduce errors
o FDA has been focused on drug labeling
o Error measurement
o Research
o Electronic health records
o Regulate how long residents can work
o Quality reporting
o Malpractice system
Very expensive to administer
