Resting neuron is not carrying an impulse at certain time not using part of body the outside to enter the cytoplasm on the inside; negative charge on cytoplasmic side of membrane. Neuron is polarized net positive charge on outside of neuron membrane & net. Polarity is maintained because the membrane does not permit the positive ions on. Most positive ions on outside are sodium ions membrane is impermeable to. Most negative ions on the inside are chlorine ions cytoplasmic. Send impulse through resting neuron sodium ions.
