Does probation work: primary outcome measure of probation is recidivism. No standard measure of recidivism: arrest data does not capture all behavior. Such measures may include new arrest, return to custody, criminal filing, violation of supervision, and level of offense (felony or misdemeanor) Public mostly focuses on prison, but : on any one day, 2/3rdsof convicts are in the community, clearly public safety demands effective community-based programs. Rand study on felony probation: how well do felons do on probation, probationers in la and alameda (n = 1672) obtained rap sheets recidivism arrests, filings, convictions, and incarcerations in jail and prison. Felony probationers may not perform well: 65% rearrested, 53% charges filed, 51% convicted, 34% sent back to jail or prison. Property and violent crimes common: 51% property crimes, 24% violent crimes.
