South sudan - split from sudan in 2011. Large social/cultural split between northern and southern area (religious and ethnic difference) When british left in 1950s, they attempted to set up a central government (ignoring the conflict) The differences don"t explain the hostility - have to take into account historical and social conflicts. British come in and ban the slave trade, but don"t end it in practice. Khartoum is a stop along the slave route. Government in the north has long discriminated against people in the south. Government in khartoum has been corrupt and oppressive. Has very little legitimacy for the people in the south - the obey it because they"re affair of being punished, but aside from that they ignore it. A major factor that creates legitimacy for states is that they"re able to do the things they need to do. The government in the north wasn"t trying to do any of these things for the people in the south.
