Carter"s presidency is an example of a complete party unity failure. Party cartel theory is that the majority will successfully pass legislation. It assumes negative agenda control which eliminates policy that could divide the party thus keep existing laws in place. Cpg is about enhancing party brands, party cartel is about protecting the brand and eliminating policy that would divide the party. When the majority party gets rolled, it means a bill passes even though the majority party opposes a bill. The minority party should get rolled routinely and basically the majority party never gets rolled. Roll rate is the percent at which this action occurs. The minority power has more power in the senate, the roll rate for the minority party is a lot lower. A party is democrat v republican but a preference is liberal v conservative. In the 70s, there was overlap in the preferences of the two parties but today, there is zero overlap.
