When the majority party gets rolled, it means a bill passes even though the majority party opposes a bill. The minority party should get rolled routinely and basically the majority party never gets rolled. Roll rate is the percent at which this action occurs. The minority power has more power in the senate, the roll rate for the minority party is a lot lower. A party is democrat v republican but a preference is liberal v conservative. In the 70s, there was overlap in the preferences of the two parties but today, there is zero overlap.
