Instructed delegate representation suggests that when constituents share a common preference, the congress member will vote on a constituent wide preference. Apple-pie issues are issues we all can agree upon no matter the party. Taking care of veterans, building better schools, helping the homeless etc. However, oftentimes political elites will disagree on an issue with the public because more often than not, the public does not understand the issue as well as the members of congress. Responsible party issues are polarizing issues and we know how each party feels on these issues. Incumbents will always lean on the preferences of their political party. Party-elite led representation occurs on issues that are hard for the public to understand. So, voters will align with the opinions of their party elites.
