They agree to the iraq mandate and negotiate a solution towards iraqi independence at the cairo conference. Iraq was given independence and put in place a monarchical system. Faisal, leader of the syrian revolts, is named iraq"s first king. The ottoman army and the arab nationalists both support faisal as king. Faysal develops the iraqi army in 1921 to put down any internal opposition. This army acted essentially as an urban police force. In 1925, the british enforce the organic law in iraq, which establishes a parliament for legislative purposes.
