Significant number of students enter school as lep. Educational issue, but also a political one. Sheltered esl: core subjects (math, science, social studies, literature) . Taught in heritage language, alongside esl classes: teach children to read in l1, use that reading skill in teaching english, math and science taught in english, all classes taught in english. All core subjects taught in english, from day one. Ie: teach spanish-speaking student to read english, in english. Lep students may also receive esl instruction. Bilingual education promotes heritage language at expense of english. Framing as multiculturalist rather than equal opportunistic or practical. English as quickly as possible even if this means they fall behind, or teach them other subjects in their native language even if this means it takes them longer to learn english? . All children in california public schools shall be taught english by being taught in english . Increase in redesignation and standard tests began before prop 227.
