Due to increased sociology research, increase of tolerance as the country diversifies, increase of mental health awareness, etc in my opinion. Merits of punishment by flogging- which also leaves marks and prevents good. It"s even worse because you"re not making generalized judgements about a group of people but it"s almost like you have evidence, the past criminal record so easily accessible and visible.
