Only got approved on time four times: continuing resolutions: same budget as last year when congress doesn"t have an agreement of what the federal budget should be, now, it"s even hard to get a continuing resolution passed. Congress has passed a decreasing amount of bills over time: passing highway bills used to be easy to pass from 1980s-early 1990s but now even that"s hard, many of america"s problems don"t have an up-to-date reform bill. Article 1 section 8 outlined explicit powers of national government. Congress"s main purpose is to create public policy.
