Syrians believe that their willingness to negotiate is all they need to bring. Security - israel wants golan to be entirely demilitarized. Israel wants normalization of relations, syrians only willing to have normal relations . For asad, peace was an option, not a commitment. Legitimacy of regime comes from going against israel.
