It fights works, protects merchants fleets, helps in imperial project (colonies - long distance trade - eic) Purchaser of goods/services - crowds out private i and c - food riots - huge tax to fund this but lead to financial innovation. Slave trade - bristol etc - before 1807 - eric williams. Needed more sailors so kidnapped people (press gangs) and didn"t pay them on time. Overall yes but crowding out, tax and press gangs - some now seen immoral - slavery. Some chose for wages and mostly steady work.
