Inability of the u. s. governments to pay its debts. British cut off trade with west indies. U. s. has less access to agricultural goods, lumber. States impose tariffs (taxes to be paid on imports or exports) on imports from other countries and other states. Result of local artisans losing money, as they had to lower prices in order to compete with cheaper consumer goods that were imported. Some states print their own money inflation. Conflict between indebted farmers and their creditors that were seizing land and property. Farmers did not have much political power. Boston: urban; politics skewed towards wealthier class. Farmers in debt shut down local courts to prevent land seizures. Led by daniel shays, revolutionary war veteran. National government does not take much action after rebellion. National government unable to deal with economic problems. Politicians decide that articles of confederation need to be revised to strengthen national government. Every state sent delegates (except rhode island)
