Suppliers: pharmaceutical companies, medical supply companies, computer equipment. Businesses received a tax bene t for providing employee health insurance. Health care system was expanding, a great time of economic wealth and rapid growth of the us health care system. Providers and insurers had a political and legal alliance. Providers set generous reimbursement rules and the blues paid. In the 60s, blue cross and hospitals wrote medicare and medicaid reimbursement provisions in the law. Result was a rise in health care costs. Healthcare delivery was dispersed private insurance companies, local/community hospitals and small private practices. Consumers (government and business) concerned with accelerating ow of dollars into health care. Increased criticism of health care industry and rising costs. Increased concern for community health and preventive medicine.
