These laws were rst enacted in the 1970s to remedy this situations. All persons with disabilities within the jurisdiction of a school district are entitled to free appropriate public education. The ed section 504 regulation de nes a person with a disability as any person who has a physical or mental impairment which substantially limits one or more major life activities . Be respectful of the school"s challenges that it encounters when trying to meet the student"s needs.
