Because social norms and rules are subject to change, the de nitions of what counts as deviance are likely to vary across contexts. Persons and behaviors have been variously called deviant depending on what culture and historical period they happen to fall in. Change in laws signals the shifting social values, such as increased tolerance of sexual and racial diversity. Deviance is a broad concept covering everything from answering your cell phone during lecture to murder.
