Boaz says that prohibition will never be effective. He doesn"t have the grounds to say this, never is too strong of a statement. He does have grounds to say that the war on drugs was not effective. 82% of those in jail for drugs are there just for possession. Expensive to keep these individuals in jail. 50% of all inmates are there for some sort of drug crime. The seller is putting themselves in danger to sell to you. Immediate supply decreases with prohibition, so demand increases. It costs a lot of money to put/keep people in jail. Police manpower is lost for violent crimes if they have to focus on drugs. Boaz blames harm drugs may cause on prohibition, not the drug use itself. Violence between drug lords would no longer be necessary because disputes could be settled in court. Users would not steal to obtain drugs because the prices would be more regulated and lower.
