Concerned with children because no expected to work young and are dependent on adults. U. s. believes no labor for young kids. U. n. linked organizations - measure well child different states are doing. Relative income poverty rate: u. s. tied with mexico with 20% average. 15 year old with books help at home: britain 100%, u. s. 70% (tech?) Bottom- child morality, child disabilities, adolescents skipping meals, able to do work at home, fertility. Can not buy hot/pre-prepared food, no alcohol, no baby formula, no cleaning supplies, no tampons, no pets. Of s. n. a. p participants are children, elderly, disabled. People working or just not making it are part of program. Majoring working not receiving other cash help. T. a. m. p = temporary assistance, safety net, not meant to eradicate poverty, meant to get people off welfare rules.
