If everything was perfectly provided for, there wouldnt need to be policy on it in the first place. Scarcity and allocation drives this process and any economic exchange. Demand for envi policy is a function of relative scarcity of natural resource quality and quantity. Government sometimes can fix environmental problem air and water quality is better than it was 40 years ago. Government sometimes cant fix environmental problems climate change is worse than it was 40 years ago. All 3 are provisioning mechanisms for 4 types of goods (public, private, common resources, club/toll goods) Broader logic applies: scarcity of beneficial natural resource or ecological service, value of resource or service increases, benefits to institutional change (managing it) increases, new rules to define resource distribution.
