As your enemy got more of something, you had to get even more. Eventually, you"ll have to actually use these men and weapons. It was not the assassination of the archduke, because war would have happened sooner or later. That was just the spark that would have set it off. Hungary, and declares war on serbia and russia. France then comes in and helps russia, and declares war on ah and germany.
