Severe inflation & food rationing population halves. 1982-84: britain wants to continue to administer it even with chinese sovereignty, Was not a democracy, did not have elections. Influx of mainland refugees accommodated in huge public housing project. 1974: discovered a lot of corruption in bureaucracy (most often the brits)
