Bukharin feared a break between the regime and the peasantry. Peasants started withholding grain from markets because prices were too low. Bukharin said they should simply raise prices. Stalin used this to say kulaks were trying to hold the regime hostage. Declared a class war against rich peasants. Argued for liquidation of kulaks evolving and escalating civil war. 1928 : 5 year plan formulated within the central committee. For stalin political rationality is more important than economic rationality. He rhetorically doubled and tripled already-high targets. There are no fortresses that bolsheviks cannot storm. Stalin discarded gradualism as a lack of confidence.
