First cell division creates a differentiated cell and another meristem cell. Second cell division creates another differentiated cell and another meristem cell (cycle continues like this) At the tip of the plant you have procambium (meristematic tissue) Procambium divides to form primary phloem and xylem, with phloem going out and xylem going in. Primary xylem still in center ring; light blue is secondary xylem produced by vascular cambium. New phloem being produced and pushing primary phloem out of tree. Center of dicot is called pith relatively soft.
