Citizenship specified at the beginning on defined conception. Those freeborn or freed born in brazil, even if their parents are foreigners, and those who are children of brazilian parents, are granted citizenship. Did not treat indians as aliens but vassals and a nation - there was no doubt of their citizenship. Free slaves born in brazil voted freely if they qualified for political rights in same manner as other citizens. Not all citizens had equal rights - citizenship was not visible. Like in most places: equality does not equal citizenship. Uses social differences not the basis on national citizenship to create difference and inequality. Only literate citizens could votes, removed education as responsibility of state. Ended up creating a system with a 0. 1% voter turnout, where the elite completely controlled elections. More on the us and the civil war. Selective disqualification: exclusionists turned to manipulate allowances of citizenship by classification and formation of difference.
