Under the rule of omar (who was in power 634- 644), one of the man things that he did was he built new cities that are called garrison cities . Built in places where there were no cities to begin with. One such city is fustat (modern day cairo) These places were places were glorified military bases, places that he concentrated his troops at. Such places are basrah (built 636), another one of these cities is kufah (built 637- 638), another is fustat (built 643). At this point baghdad hasn"t been established yet, so the main city in iraq is kufah. This city plays quite a huge role in the future. By building these cities there are numerous effects: First is that omar wanted an easier way to control the beduin troops (who were pretty much marauding everything and attacking everything they could so they were constantly moving making it difficult to keep track on their movements).
