Resorting to both criminal and civil law. Changes were needed because the old format didn"t fit the new needs. Those in power challenged everyday because the needs of the people weren"t being meet and it was seen as weakness. Used inquisition and witches as ways to redirect attention away from those in power to those who are causing problems. Only those in power had the means to get rid of the witches and problems so all trust/hope must be put into them. Got rid of those who were a threat to the power.
