What happens when you have multiple different uses for that land: pipelines - northern gateway pipelines. It came from europeans visiting chiefs (who were selected democratically by the community) who looked at the chiefs as kings, their wives being queens, and their daughters being princesses. It"s of western notions and without asking how indigenous societies functioned. The typical definition captures a lot more behaviour and responsibility. In law: it"s not to be responsible, but you have to have committed the specific act that is prohibited and intended to commit that act. It"s difficult to understand as it is a difficult concept that is not necessarily available in every language or culture: there is no word in aboriginal culture for guilty . Translating guilty as responsible meant people were pleading guilty to things they were actually guilty of. If you separate responsibility from guilty, there is a stronger ethic and push to admit that you"re wrong.
