Certain power can do certain things. Court = least dangerous branch least capable of changes against the will of other people. Problems with judicial review but supports judicial review. Elected representatives know the will of the people. You can govern with the minority of votes. Not always represent the majority of peoples views. Collection of minority join to form a majority in certain issues. Politicians will do what is politically popular knowing that if something is wrong with the court will turn it down = lazy politicians. If there were no court, the politicians would have to take a more genuine stance and face the consequences. Good at reacting quickly but with consequences. Ex: 9/11 passed a lot of legislatures for public safety. Luxury of time + opportunity of sober second thought looks at things over time. Move away from the immediate response and look at what the legislature is trying to do.
